AKAI MPC Studio is a low budget MIDI controller for beginners, advanced users, & finger drummers. It comes with the full version of the MPC Studio software & sounds! My my only real con is a lack of a dedicated BPM button. I guess at the price point of $250 you can't complain? Let me know how you feel in the comments!
